Electricity meters are being replaced
Across Turkey, electricity meters will be replaced with smart meters starting in 2026. According to the decision taken by the EMRA, this process will proceed gradually and be completed in 2028.
The Energy Market Regulatory Authority (EMRA) has taken an important step toward replacing electricity meters with smart systems. According to the regulation published in the Official Gazette on December 5, 2025, old meters will begin to be replaced with smart meters featuring remote communication capabilities starting March 1, 2026. With this change, consumers will be able to monitor their electricity consumption in real-time, and distribution companies will be obligated to resolve data issues within 48 hours.
According to the new regulation, existing meters at all consumption points with an annual energy consumption of 10 MWh or more will be mandatorily replaced with the Smart Meter PRO model. During the transformation process, priority will be given to subscribers who exercise their right as free consumers and to high-consumption points.
According to the schedule set by the EMRA, 70 percent of old meters will be replaced with smart meters by January 1, 2027, and all of them by January 1, 2028. Consumption data collected during this process will be transmitted to the Energy Markets Operation Inc. (EPİAŞ), thereby ensuring a more transparent and rapid data flow.
In the new era, consumers will be able to easily track their electricity consumption via mobile applications and the internet. This will allow them to take more informed steps regarding adjusting their usage habits and managing their bills. Furthermore, distribution companies will be obligated to resolve any data viewing problems that arise within 48 hours at the latest.
This transformation process will bring energy management in Turkey to a more modern and efficient structure. With this change, which is planned to be completed by 2028, a more traceable and rapid electricity infrastructure will be established across the country.
