The Communiqué on the Pricing of Medicinal Products for Human Use has been published, changing the procedure for determining drug prices. Henceforth, when determining the reference price, the lowest official ex-factory price among France, Spain, Italy, Portugal, and Greece will be accepted as the actual reference price. When exchange rate-related changes occur in the price list, updates will be reflected directly in the price lists. The price scales between reference and equivalent (generic) drugs have also been restructured. While the price for original drugs without equivalents remains at 100%, this rate will start at 80% and decrease to 60% over the years if an equivalent product enters the market. Additionally, drugs determined not to have been present in the Turkish market for 3 years will be removed from the price list.
The Social Security Institution (SGK) Health Implementation Communiqué has been published, introducing a new condition for searching for unrelated donors from abroad for bone marrow transplants. Patients for whom no suitable donor is found as a result of domestic screening are now granted the right to apply to international donor sources. Furthermore, the previous triple-drug usage requirement for certain drugs in the treatment of rheumatoid arthritis has been lifted.
With the Health Services Pricing Commission Decision, the reimbursement prices by the SGK for magistral drugs, which are prepared by special order in cases where standard commercial products are insufficient in pharmacies, have been increased by 40%.
The Turkish Maarif Foundation, the only organization authorized to open schools abroad on behalf of the Ministry of National Education, has been granted the right to receive funding of up to 7.5 billion Turkish Liras from the 2026 Ministry of National Education budget by Presidential Decree for the foundation's activities, including opening schools and dormitories abroad, providing scholarships, training instructors, and R&D expenses.
With the amendment made to the Regulation on Private Hospitals, the exemption periods from routine inspections for private hospitals that have received the Turkish Health Services Quality and Accreditation Institute (TÜSKA) accreditation certificate have been reorganized. It has become mandatory to have an X-ray device and a medical biochemistry and/or medical microbiology laboratory required by the specialties treated with patient admission. Private hospitals licensed before January 30, 2025, have been exempted from the physical conditions included in the regulation.
With the amendment made to the Regulation on the Working Procedures of Ambulance and Emergency Care Technicians and Emergency Medical Technicians, intervention procedures have been changed. In the new period, emergency health teams will first call the Health Command and Control Center before reaching the hospital to report the necessary team and equipment according to the number of injured and the status of the accident.
With a Presidential Decree, it has become possible for tradespeople and artisans who have SGK and tax debts to benefit from interest-supported loans provided to them. For this, the tradesperson who will use the loan must first pay off their tax/SGK debt with the business loan in question.
The Regulation on Simple Accommodation Facilities and Beach Businesses has been changed, preventing the commercial sale of simple accommodation tourism operation certificates, and therefore the businesses themselves, except for transfers through inheritance.
The Turkey Emissions Trading System Regulation has been published. Accordingly, facilities with annual emissions below 50 thousand tons of CO² are classified as category A, those above 50 thousand tons of CO² as category B, and those above 500 thousand tons of CO² as category C. The regulation in question focuses mostly on classes B and C. Businesses engaged in petroleum refining, iron-steel, glass, ceramic, paper-cardboard, and the production of various chemical substances have been included directly within the scope of the regulation. Universities, hospitals, and defense industry organizations have been excluded from the scope of the regulation. To summarize, businesses within the scope of the new regulation must first obtain permission from the Presidency of Climate Change to carry out activities that cause greenhouse gas emissions.
