Law No. 7589 on Amendments to Certain Laws for the Effective and Efficient Operation of the Judiciary, publicly known as the 12th Judicial Package, and Law No. 7590 on Amendments to Certain Laws and Decree-Laws have entered into force. Accordingly;
- In cases of dissolution of partnership (partition of property), if the real estate was acquired through inheritance, the initial sale process will now be conducted exclusively among the heirs.
- A provision has been added to the legislation stating that if the act of allowing IBANs, bank cards, and crypto asset accounts to be used in a crime is limited solely to allowing the use of the account, the sentence will be reduced by half.
- The path to appeal and subsequently to the Court of Cassation against decisions on the deferment of the announcement of the verdict (HAGB) has been opened.
- The uncertain debt lawsuit regulated in Article 107 of the Code of Civil Procedure has been removed from the legislation, and a procedure has been established allowing the claim to be increased until the end of the investigation in partial lawsuits, while also preserving the statute of limitations for the increased portion.
- A rule has been introduced for courts requiring hearings to be held at least every 3 months, except in exceptional circumstances.
- The scope of the SEGBİS / e-Hearing application, which allows defendants and lawyers to participate in hearings electronically, has been expanded.
- The system used to determine the legal interest rate has been changed to the CBRT rediscount interest rate, ending the procedure of numerically determining the legal interest and effectively increasing the legal interest rate. Under the new procedure, the legal interest will be calculated proportionally based on the rediscount interest rate determined by the Central Bank.
- The probationary driver's license will be canceled if a violation requiring the temporary suspension of the driver's license is committed during the probationary period, if 75 penalty points are exceeded, if the driver is caught driving under the influence with a blood alcohol level above 0.20 per mille, or if certain basic traffic rules such as seat belts, helmets, and red lights are violated three times.
- The lowest pension has been increased to 23,552 TL.
- International schools have been prohibited from enrolling students who are citizens of the Republic of Turkey.
With the changes made to the Ministry of National Education (MEB) Regulation on Preschool Education and Primary Education Institutions, if there is a sufficient population, a kindergarten class can be opened for students aged 36-44 months and 45-68 months in primary schools in districts that do not have a kindergarten.
With the changes made to the Regulation on the Collection of Tolls and Administrative Fines for Foreign-Plated Vehicles, the penalty collection method, which has already been effectively applied for some time, has been added to the legislation. Now, foreign-plated vehicles will be required to subscribe to the HGS system and maintain a sufficient balance in their accounts when using toll highways and bridges. For foreign-plated vehicles that do not pay the toll, the payment periods and penalties have been transitioned to a system similar to domestic plates: payment without penalty for the first 15 days, payment with a 1-fold penalty for the following month, and payment with a 4-fold penalty for payments made after 45 days. Furthermore, it has been explicitly regulated that foreign-plated vehicles will not be allowed to exit the country without making the necessary payments and that a notification requirement will not be necessary for the collection of fines.
With the change made to the Communiqué on Precious Metal Standards and Refineries, converting physical gold or silver into digital assets on the blockchain and ensuring they are traded on the stock exchange has been made subject to the approval of the Ministry of Treasury and Finance. Additionally, approval will also be required for assets that were converted into digital precious metals prior to the legislative change.
With the Principle Decision of the Personal Data Protection Board dated 01.07.2026, it was found to be unlawful for public institutions to publicly announce internet exam and lottery results, as this involves sharing many personal identity data points. The decision stated that institutions must provide personalized access via e-Government to share results, should not share personal data such as T.R. identity numbers, phone numbers, or addresses unless mandatory, and must remove the shared information once the duration of the posting has expired.
The Disciplinary Regulation of the Security Organization has been repealed. The regulation had been in effect since 1980. Following its repeal, the authority to oversee disciplinary proceedings for security personnel has been transferred directly to the Ministry of Interior.
